Phase I
ACTIONS FEATURES OF STRATEGIC ENVIRONMENT
  • Steady reduction of nuclear forces, aiming at zero.
  • Universal adoption of a doctrine of   No First use.
  • Formalized agreement to stop the development of new delivery platforms of new warheads.
  • Strengthened NPT and IAEA safeguards regime.
  • More nuclear weapon free zones.
  • Increased confidence and cooperation among the existing nuclear-weapon powers.
 
Phase II
ACTIONS FEATURES OF STRATEGIC ENVIRONMENT
  • Negotiation of an NWFW treaty, making it illegal to possess or use nuclear weapons.
  • There would be no right of withdrawal from the treaty. The treaty would have provisions for enforcement and verification, including:
  1. Verified, physically secured, dismantlement of all nuclear weapons, and disposal of all nuclear materials.
  2. Comprehensive safeguards regime, a; civil nuclear activities; research institutions; sites previously involved in nuke work etc.
  3. Verification that no nuclear-weapon state has hidden nuclear weapons or usable materials.
  4. Verification that there are no clandestine nuclear weapons production facilities.
  5. Legal Arrangements for societal verfication.
  • The idea of a war between any of the major industrial nations is greatly diminished. There are still disagreements and tensions between states, but the idea of trying to settle them by military force appears absurd.
  • Security Council prepared to take action, with conventional forces, to prevent development of nuclear weapons by any state.
